If you are a fully licensed driver then you should be able to apply and obtain your own auto insurance policy at 20 years of age. While your rates will likely be high as a young driver, if you have your Minnesota driver's license and have a car in which you would like to place car insurance you should be able to do so.
If you do not own your own vehicle, or have one in your household which to place coverage on, than you may get a non-owners car insurance policy.
