No, we do not believe that Maryland would allow you to obtain a driver's license while your Pennsylvania license is suspended for either criminal or non-criminal reasons.

According to the Maryland Motor Vehicle Administration all licensing applications are checked with the National Driver Registry (NDR). If your license is suspended, revoked, canceled or refused in this or any other state, you are not eligible for a Maryland driver's license.

The NDR is a central database of information on problems drivers, meaning motorists, whose license is revoked, suspended, canceled or denied or has been convicted of a serious traffic related offense. All 51 US jurisdictions provide information to the NDR and can search the database for information on drivers applying for a driver's license.

If you are moving to MD then it appears you will need to wait until your PA suspension is over and your license is reinstated there in order to get a Maryland driver's license. Keep in mind that in accordance with the Driver License Compact (DLC), which both PA and MD are members of, the MD MVA will request your driver record from Pennsylvania and review it for any convictions.

For many types of violations, the MVA will record the PA conviction information on your Maryland driver record and will not assess points. So whatever moving violations are on your PA driving record will likely become part of your MD driving record once you are able to obtain one.
