According to the Florida Highway Safety and Motor Vehicles (HSMV) driver's manual if you are 15 you can receive a learner's permit or license. With your Learner’s License you may:
Only drive during daylight hours during the first three months and until 10 p.m. thereafter, always with a licensed driver who is at least 21 years old and occupies the front passenger seat.
After the learner's license the next step in the fl graduated driver's licensing (GDL) process is the Operator’s License. To earn an operator’s license, you must be at least 16 years old AND have held a learner’s license for at least one year without any traffic convictions.
With your FL Operator’s License, you may:
16 years old – only drive between 6 a.m. and 11 p.m., unless accompanied by a licensed driver who is at least 21 years old and occupies the front passenger seat, or you are traveling to or from work.
17 years old – only drive between 5 a.m. and 1 a.m., unless accompanied by a licensed driver who is at least 21 years old and occupies the front passenger seat, or you are traveling to or from work.
So as a 16 year old with an operator's license you may normally only operate a vehicle between 6 AM and 11 PM with the exceptions listed above. If you want to drive during the hours that you are restricted from operating a vehicle then you will need to have the supervising adult or be cleared to drive to and from work. The HSMV can tell you what documentation may be required so that you can drive to and from work during restricted hours.
Florida Statute 322.16 mentions the teen time restrictions and notes that any person who operates a motor vehicle in violation of the restrictions imposed will be charged with a moving violation and fined. The FL points list states that driving during restricted hours is a moving violation that is assessed 3 points.
