Your insurance carrier does not have to provide you with a SR-22 if they do not offer this type of service. Not all insurance providers file this certificate of financial responsibility with the state which it appears you are required to do in order to obtain a restricted driver's license.
If your insurance company does file SR22 forms then it would be unusual for them to turn down your request for this to be added to your policy and filed for you if you have at least the insurance limits that the state is requiring of you. There normally is a fee for the SR-22 filing by the insurer.
Insurance companies are typically allowed to charge for filing this financial responsibility form to the state. The SR-22 form filing fee is typically just $15 to $25.
If your insurance carrier does not file SR-22, since some standard insurers do not and leave this to insurance providers that insurance to those they consider to be high risk drivers, then you will need to get insurance from a company that does file SR22s. This would normally mean that you would need to find insurance from a company that does file SR-22s which unfortunately means you then would need to cancel your coverage with your original insurer since having two policies on the same vehicle(s) is not usually allowable by law.
