Can I drive in West Virginia with a out of state learners permit?

The West Virginia Division of Motor Vehicles will honor any driver’s license or learner’s permit for operation in their state we have learned. The learner’s permit or driver’s license must be valid and must adhere to all restrictions mandated by the issuing state. 

So for example if you have a permit from Ohio you may drive in WV and will have no problems as long as you comply with all of the rules and regulations of your OH permit.

Also if you have any friend or family that live in West Virginia and want to drive out of state on a learner's permit then you can let them know that this is allowable as long as they abide by all of the rules and regulations of the WV permit, such as having a licensed driver, 21 years of age or older, with them at all times.
