Can anyone apply for a salvage title or do you have to have a salvage title before you can get a rebuilt title? This is in Florida.

The Florida Department of Highway Safety and Motor Vehicles (HSMV) states that Florida Statutes define "rebuilt vehicle" as a motor vehicle or mobile home built from "salvage or junk."

Documents required to receive a rebuilt title are an Application for Certificate of Title; Salvage "Rebuildable" Title; completed for transfer to new owner. An affidavit of repair from rebuilder or individual making the repairs, stating what repairs were made to the vehicle and that the vehicle is now rebuilt and road operable; Bills of sale or receipts, which need not be notarized with name, address, signature of seller for all major component parts. Unless the vehicle has been previous declared as salvage a rebuilt title cannot be issued. From this information we received from the HSMV it would appear that an individual can apply for a salvage or rebuilt title.

The FL HSMV representative we contacted said you can review the HSMV's procedures on obtaining a salvage and a rebuilt title by visiting their website page regarding titles and then scroll to bottom of the page and click the link "DMV Procedures Manual." Click on Section 1 Title and Lien and review Procedures TL-35, TL-36 and TL-37. For more specific questions about who can request at salvage or rebuilt title and the process to do so, contact the FL HSMV directly.

If you are thinking of purchasing a rebuilt item it is generally recommended to have it thoroughly checked out by your own mechanic. Also before deciding to take possession of a car with a salvage or rebuilt title you should check to see if the car can be insured since many insurance companies underwriting rules do not allow them to write policies for cars with salvage or rebuilt titles.
