You are correct that both Arizona and Washington State are members of the Drivers License Compact (DLC) so if you are convicted of the ticket you received in AZ then their courts will inform the Washington Department of Licensing (DOL) about your moving violation conviction.
The Revised Code of Washington (RCW) 46.21.010 gives information regarding Washington State's participation in the Drivers License Compact (DLC). Here it states the licensing authority of a party state (of the DLC) shall report each conviction of a person from another party state to the licensing authority of the home state of the licensee.
The report back to the driver's home state shall clearly describe the violation, specifying the section of the statute, code or ordinance violated; identify what action was taken; indicate whether a plea of guilty or not guilty was entered or the conviction was a result of the forfeiture of a security
According to the WA DOL site, they keep a record of traffic infractions, convictions for motor vehicle violations and notices for failure to appear or respond to traffic citation on every driver in the state. This information that goes on your driving record is obtained by clerk of the courts and licensing agencies so it would appear that the out of state information reported to the DOL would also be placed on your WA driving record.
The DOL representative we contacted stated that out of state moving violation convictions that are reported to them become part of a motorist’s permanent driving record. Furthermore, in those instances where the conviction so reported does not constitute an offense for which a mandatory revocation or suspension would be required under Washington law, the department simply posts it to the driving record of the Washington resident for future reference. It is the practice of entering such convictions on the driving record of an individual for all out of state violations, even those from areas they do not necessarily have reciprocal agreements with, such as British Columbia, Canada.
Since your AZ ticket should be placed on your WA driving record than your insurance company will see them the next time they pull your MVR.
As for points, to the best of our knowledge Washington State does not have DMV points system attached to traffic offenses so points would not be assigned for an Arizona traffic ticket. Although the state does not have a point system for penalizing repeat violators among its motorists, the Washington DOL does outline the repercussions of multiple traffic tickets or other citations.
