You will need to contact the Indiana Bureau of Motor Vehicles (BMV) to find out for certain if you can apply and obtain a driver's license in IN while your driver's license is still revoked in Michigan. Likely you cannot without clearing up your issues in Michigan.
All states check the National Driver Register (NDR) for problem drivers. This means those with you DUI, suspended, revoked or cancelled driver's license. So Indiana should see your revoked MI license if you apply for a driver's license in Indiana.
The IN driver's manual states that an applicant for a new Indiana operator license who holds a valid photo license issued by another state, the District of Columbia or U.S. Territory must successfully pass a written and vision test. If the out-of-state license is expired over one year, in addition to the applicant successfully passing a written and vision test, a drive test will be required.
The operator's guidebook does not specifically state that a license will not be issued if you have problems in your former state so that is why we advise you to contact the IN BMV and discuss your particular situation with them.
