Getting insurance while having a learner's permit depends on state law and the policy of the insurance company you have contacted.
You may be able to find an insurance company that will insure you with only a learner's permit. The insurance company will likely require you to take out your auto insurance policy with an additional fully licensed driver though. And depending on your age the insurance company may request that you obtain a regular driver's license within a certain period of time, usually 30 days.
Insurance companies' guidelines vary so you will need to shop around for an insurance carrier that will allow you to start up a policy with a learner's permit. As we mentioned an insurance provider may place restrictions on the policy, such as that you must become fully licensed within a certain time frame and/or at the inception of the policy you will need a fully licensed driver on the policy with you.
Typically when you need someone with a full driver's license on the insurance policy with you an insurer will then be able to add you as an unrated driver. You will become a rated driver once you obtain your full driver's license.
