In New York State a citation for 1110(a) is for failure to obey a traffic control device according to the vehicle code. Courts tend to allow a reduction of speeding tickets to this 1110a offense that only comes with 2 points instead of the 3 to 11 points that varying speeding tickets can be assessed.

As you mentioned the NYS Department of Motor Vehicles site states that the DMV must revoke your driver license if you are convicted of three speeding violations within an 18-month period, regardless of how many driver violation points you have.

Normally if your driving record accumulates 11 or more points within an 18 month period, your license will be suspended or revoked. You can however reduce up to four points from your driving record and save up to 10% on your auto liability insurance premiums by completing a DMV approved accident prevention course.

You can use the point reductions once a year. If you have already taken the accident prevention course within the year, regardless of whether you received a point reduction, you will not be able to reduce any points by taking the program again until a year has passed. Also you can not apply the point reduction as a credit against future points.

We contacted the NYS DMV to find out if a conviction of 1110a would be counted as a speeding conviction that could thus allow you to have your driver's license revoked if you received 2 other speeding tickets in 18 months or just as a moving violation. The DMV responded that this type of conviction is a 2 point moving violation that does not go towards the 3 speeding ticket limit. The points though of course do go towards your total points accumulation so your license will get suspended if you receive 11 points within an 18 month period.
