Illinois law requires all motor vehicles registered and operated in Illinois to be covered by liability insurance. One way this law is enforced is by a person being issued a traffic ticket and convicted in court for operating an uninsured vehicle. If convicted the Secretary of State for IL is informed and the license plates for the vehicle are suspended.
Illinois recently amended their laws (the Illinois Code) to make the penalties even harsher for those that are found to be driving without insurance.
625 ILCS 5/3‑707 is titled operation of uninsured motor vehicle and penalty. Here it notes that any person who fails to comply with a request by a law enforcement officer for display of evidence of insurance shall be deemed to be operating an uninsured motor vehicle.
[Let CarInsurance.com help you find affordable auto insurance now.] Subsection c states that any operator of a motor vehicle subject to registration who is convicted of violating this section of law if guilty of a business offense and shall be required to pay a fine in excess of $500 but not more than $1000.
A person convicted of violating this section shall also have his or her driver's license suspended for 3 months. After the 3 month suspension to reinstate your license you must pay a reinstatement fee of $100. If you violate this section of law while your privileges are suspended the license will be suspended for an additional 6 months and until the reinstatement fee is paid.

While it is not mentioned here if there is an additional penalty for a second offense of driving without insurance subsection d does state that a person convicted of a third or subsequent time of violating this section or similar provision of a local ordinance must give proof of financial responsibility for a minimum of 3 years after the date the proof is first filed.
So it is very likely that with a second offense of driving an uninsured car in IL that the fine would be higher.
