We too looked the Rhode Island Division of Motor Vehicles (DMV) website and driver's manual and were unable to find if an out of state learner's permit was accepted in RI for you to drive with restrictions of course. So we contacted the RI DMV directly who at first also seemed confused about if a permit was accepted in their state and thought possibly you could drive with a supervising driver by your side.
We finally spoke to someone in the enforcement department of the RI DMV who stated that out of state learner's permits are not transferable to other states in their view and thus they do not recognize it as a license to drive in Rhode Island. The representative said that you could not drive in Rhode Island with your Connecticut permit, or a learner or instruction permit from any other state, even if you had a supervising adult. An out of state learner's permit is not recognized as a license to operate a car in this state.
