Whether you are obtaining a non-owners auto insurance policy or a regular personal auto insurance policy in the United States most all insurance carriers will require you to have a US license. You may be able to start a car insurance policy with a foreign (Irish) driver's license however most insurance companies will require you to get a US license within 30 days or cancel your policy.
If you are visiting the US from Ireland and want to purchase a non-owners car insurance policy you may be able to shop around and find a specialty auto insurance provider. If you want this type of policy to rent a car it may be easier to buy the insurance from the rental car agency. Or if you want a non-owner's policy to cover you on a friend's vehicle you will be borrowing, you may instead want to see if your friend's car insurance will cover you while you are operating their car.
If you are staying in the US and not just visiting then contact the state's in which you are located Department of Motor vehicles to see if it is possible for you to obtain a state driver's license to make it easier to insure a vehicle and buy one if you so desire.
