The Oklahoma driver’s manual notes that upon conviction of speeding in this state your may be fined up to $384.90 and sentence up to 30 days in jail. Oklahoma and Arkansas are both members of the Drivers License Compact (DLC) so if you are convicted of a speeding ticket you received in OK their courts will report the traffic violation back to your licensing of AR.
Arkansas driving records are governed by Arkansas Code section 27-50-901. Here it states that the AR Office of Driver Services of the Revenue Division of the Department of Finance and Administration (DFA) shall establish and maintain a central driver's records file on every driver who receives a conviction for a moving traffic violation while operating any motor vehicle subject to registration for highway use, whether such conviction occurred within this state or in another state.
Arkansas Code Annotated 1-27-16-907 is titled assessment of points for specific convictions. This portion of AR law states that point values shall be assessed and assigned to the record of any person convicted of moving traffic violations, whether occurring in or out of state, within a thirty-six (36) month period from the date a person is scheduled a hearing to discuss the accumulation of moving traffic convictions. These point values shall be assessed for each conviction entered and action may be taken in relation to the number of points accumulated.
Points will be assessed for each and every conviction and the total value of such assessment shall be posted to the driver history record of the licensee. According to the points assessment chart for AR speeding 21 – 30 mph over the posted speed limit is 5 points. So it would appear that the Oklahoma traffic violation will be not only recorded on your Arkansas driving record but also be assessed points, from the AR system. For 21 mph over the limit the assessment would be 5 points in Arkansas where you are currently licensed.
You mentioned though that you now live in Oklahoma which means that you probably will be exchanging your Arkansas license for an Oklahoma license. The OK Department of Public Safety (DPS) notes that upon establishing residence, new residents who own vehicles that are in Oklahoma are required to register all of their vehicles in Oklahoma before they apply for an Oklahoma driver license. Upon the completion of registering your vehicle(s) (if applicable), and if your license from another state is valid, take it along with a second approved form of identification to a Driver Examiner. The written and driving test may be waived if department standards are met.
While you received this OK ticket while having an AR license typically a state will start their own record for you when you are convicted of a moving violation in their state so it is likely that if you obtain an Oklahoma license this OK speeding violation will be put on there and assigned points. You will need to check with the OK DPS to find out if this is what will happen in your case or not.
If your new OK driver’s license does have this speeding violation put onto it then it will also be assigned points. Speeding in excess of 25 mph is 3 points according to the OK points list and the only speeding violation mentioned. So your speeding violation for 21 mph would appear to fall under the "all other violations" section and be assessed only 1 point.
