If my license is suspended in Indiana, can I get one in Texas, since I moved here?

No, to the best of our knowledge you would not be able obtain a Texas driver's license while your license in Indiana is suspended. The Texas Department of Public Safety (DPS) checks the National Driver Register/Problem Driver Pointer System (NDR/PDPS) when a person applies for a license in TX.

If your license is suspended in IN than it should be noted in the NDR and thus Texas would be aware of this suspension and turn you down for a driver's license until you are able to resolve your issue in Indiana and get that license reinstated. Once your license in Indiana is valid again you should be able to apply and obtain a Texas driver's license.

The DPS makes states specifically if you have a VALID out-of-state license in your possession, it must be surrendered at the driver license office when you receive your Texas license. If you have never been licensed or have an EXPIRED out-of-state license, you will be required to pass both the written and driving exams, in addition to a vision test.

If you are not familiar with the National Driver Register then we can tell you that when state officials process a driver’s license application, they are required to check the NDR database to determine if the applicant has been identified as a problem driver in another state. If a match is found in NDR, state officials are directed to another state DMV system for details on the traffic conviction or status of the license.

The federal requirement to check applicants against NDR was intended to prevent problem drivers from shopping around for a license meaning a person would go to a different state to get a new driver’s license when their current licenses are suspended or revoked.

For specifics on what the state of Texas will require of you in order to apply and obtain a driver's license in your situation (which likely means getting your Indiana license reinstated and valid again) check with the DPS directly.
