If I do not have a valid NYS driver's license, can I still register and buy insurance on a vehicle if someone else is the primary driver?

According to the New York Department of Motor Vehicles they do not require you to have a driver’s license or even a learner’s permit to apply for registration on a vehicle. These requirements also apply to the registration of a boat, a snowmobile, or an ATV. You do however have to be at least 16 years old to apply for a vehicle registration in NYS. So if you are 16 year old or older you should be able to register a car without having a New York driver's license.

Insurance companies will normally require you to have a valid US driver's license in order to insure a vehicle that is registered in title in your name. There are some insurance providers however that will allow you to be excluded as a driver and permit you to add on someone else with a full, valid driver's license as the primary driver. This person's driving record would then be used for rating purposes since you do not have a license and are excluded from the policy.

Insurance carrier's guidelines vary but as we mentioned some will allow this type of policy to be written up if for instance you are unable to get a valid driver's license due to certain reasons such as you have medical issues, are elderly and have turned in your license or just have never obtained a license but want to buy a car and insure a car so that others can drive you around to name a few.
