There is a provision in the South Carolina law (SC Code 56-1-770) that allows for a driver to reduce points on their license by four (4) upon successful completion of an approved defensive driving course. Only one such reduction in a 3 year period is permitted under this state law though.
You or your daughter should check with the South Carolina Department of Motor Vehicles or the SC chapter of the National Safety Council to see what approved defensive driving courses are available in your area of SC.
Though the points will be removed the offense will be on her driving record and thus could affect her insurance rates since her insurer can see the traffic ticket conviction when they pull her motor vehicle record (MVR). If her rates do rise due to this speeding ticket for 21 mph over the limit, she can shop around for discount auto insurance here with us.
