It will depend upon state laws as well as where the car is parked and if it is registered whether your daughter can take insurance off of the vehicle. In most states if your car is registered you must have it insured with at least the state's minimum auto insurance limits. So your daughter may need to turn in her registration and plates in order to take insurance off her car and not be penalized by the state.

In many states if you just take insurance off of a vehicle without turning in your license tags and registration the state sees this as a lapse in insurance and will hand you penalties such as fines, suspension of your registration (and your ability to register another vehicle for a certain time period) and suspend your driver's license.

Keep in mind that most states also have laws about where you can park a car that is not registered or has plates so if she did turn these in she would likely need to place the car in storage or on some other private property that the state permits an unregistered car to stay without having issues. If the car was just parked on the street in front of a house for instance without plates it likely would be towed by law enforcement.

Some states may allow your daughter to just suspend registration and take insurance off of it during this time period. The Department of Motor Vehicles for her state should be able to tell her if this is an option.

If the car is financed than it is unlikely she could take insurance off at all since most lien holders require not only state minimum Liability insurance on a vehicle but also Collision and Comprehensive be kept on the vehicle until it is paid off.

Another thing to keep in mind is that being uninsured for a year will likely raise her rates when she returns. So your daughter should speak to her insurance agent to find out how much her rates may go up from the lapse in auto insurance coverage so she can decide if it is worth the amount she will save from not having insurance on the car for the year that she is overseas and the car is sitting.
