If you have recently moved to Massachusetts, you must obtain a valid Massachusetts license upon becoming a resident according to the MA Registry of Motor Vehicles (RMV)
To convert an out of state license to a Massachusetts driver’s license the MA Registry of Motor Vehicles notes that you must complete a license application, which is available at any RMV service office location or you can download it off the RMV website. On the website it is located in their Form and Files section. You then need to bring the completed form, appropriate fees and required documentation to any RMV service office location.
When at the RMV service office you must provide the RMV with your current out-of-state photo License and proof of your current Massachusetts residency.
According to the MA RMV, if you are 18 years of age or older you must present the following:
- SSN Card or valid, current, U.S. or non-U.S. Passport
- Out-of-state License. If your out-of-state License does not have a photo, you must present acceptable photo ID from the Acceptable Identification Documents List. It is specifically noted that if you do not have your out-of-state License to surrender, you must provide a photo ID from the Acceptable Identification Documents list of identification AND a certified driving record not more than 30 days old from the state where you currently hold your License.
- Document proving date of birth
- Document proving signature
- Document proving Massachusetts residency
- A valid Social Security Number that verifies with the Social Security Administration or an acceptable written denial notice from the Social Security Administration. The Social Security Administration does not include any Visa information on written denial notices, therefore, if you do not have a valid Social Security Number, you will have to provide evidence of an acceptable Visa code in addition to the written denial notice from the Social Security Administration.
The RMV notes that an out-of-state License presented as one of the ID documents can be used document to confirm signature or date of birth. It cannot be used to confirm both. All documents must be originals. Photocopies will not be accepted. You must also clear a check through the National Driver Register (NDR) and pay the required fees.
The NDR check helps the RMV to make sure your Florida license is not suspended, cancelled, revoked, etc and that you are not listed as a problem driver which may question their ability to issue you a driver's license.
If you have a previous Massachusetts License that expired four or more years ago, you are still required to show all of the identification listed above.
If you are under 18 years of age than you need to be aware that you must be at least 16 years of age to drive in Massachusetts, even if you hold a valid driver's license from another state. MA law requires that you must be 16 and 1/2 to obtain a Massachusetts driver's license.
The RMV states that those that are under 18 must present the following at the RMV office:
- SSN Card or valid, current, U.S. or non-U.S. Passport
- Out-of-state License. If your out-of-state License does not have a photo, you must present acceptable photo ID from the list of Acceptable Identification Documents. If you do not have your out-of-state License to surrender, you must provide a photo ID from the Acceptable Identification Documents List.
- One document proving date of birth
- Parental consent on the License application
- A certified driving record not more than 30 days old from the state where you currently hold your License
- A valid Social Security Number that verifies with the Social Security Administration or an acceptable written denial notice from the Social Security Administration.
- You must convert your Driver's Education certificate or complete Driver's Education in Massachusetts.
All documents must be originals. Photocopies will not be accepted. You must also clear a check through the National Driver Register and pay the required fees.
If your out-of-state license has been expired for more than one (1) year but less than four (4), you will be required to take a written test for the class license you are trying to transfer. If your license has been expired more than four (4) years, a full test - written and road - plus an eye test will be required. Since it appears your Florida driver’s license is valid this should not be an issue for you.
