From the best of our knowledge there is a reciprocal agreement between Washington State and British Columbia. Washington State notes in Revised Code of Washington (RCW) 46.23.020 that their Department of Licensing is authorized and encouraged to execute a reciprocal agreement with the Canadian province of British Columbia, and with any other state which is not a member of the nonresident violator compact, concerning the rendering of mutual assistance in the disposition of traffic infractions committed by persons licensed in one state or province while in the jurisdiction of the other.
Such agreements shall provide that if a person licensed by either state or province is issued a citation by the other state or province for a moving traffic violation covered by the agreement, he shall not be detained or required to furnish bail or collateral, and that if he fails to comply with the terms of the citation, his license shall be suspended or renewal refused by the state or province that issued the license until the home jurisdiction is notified by the issuing jurisdiction that he has complied with the terms of the citation.
So it sounds as if both WA and BC will trade information on their licensed drivers that are convicted of moving violations. We contacted the ICBC (Insurance Corporation of British Columbia) to get more details about what the licensing agency in BC does with ticket information from the United States.
The representative we spoke to stated that currently in 2008 the only place what they consider to be criminal actions from Washington State on your British Columbia driving record. So a DUI from Washington would normally be placed on your BC driving record but not a speeding ticket.
Since this Washington State speeding ticket would not be added to your BC driving record than points will not be added either for this out of country moving violation. For more information on what the ICBC places on your Canadian driver's license they have authority over, contact them directly.
The ICBC's phone number is 250-978-8300 in the Greater Victoria or you can call their toll-free number of 1-800-950-1498 from throughout Canada and the USA. Their hours of service are Monday to Friday 8:00 am to 7:00 pm (Pacific Time) and Saturdays 9:00 am to 5:00 pm (Pacific Time).
