In Maryland, does a person have to have a driver's licence to register a car?

The Maryland Motor Vehicle Administration (MVA) does not mention that a driver's license is needed to register a vehicle.

The MVA states that in order to be registered, your vehicle must be titled in Maryland and you must maintain a vehicle liability insurance policy that conforms to Maryland's minimum liability insurance requirements, in most cases, both registration and titling are handled at the same time.

Maryland Liability insurance policies must be obtained from an approved insurance company licensed to do business in Maryland, or an authorized agent of a licensed company. The types of insurance required in Maryland include:

Liability insurance pays damages that are caused by you and suffered by the other party for personal injury, death, or property damage. You must carry a minimum of $20,000 for bodily injury per person, $40,000 for Bodily Injury for two or more people, and $15,000 for Property Damage. Coverage above the minimum is available from your insurance company or agent.

Uninsured Motorist coverage pays damages, after any applicable deductible, that are caused by an uninsured motorist and suffered by you. You must carry a minimum of $20,000 for Bodily Injury per person, $40,000 for Bodily Injury or two or more people, and $15,000 for Property Damage.

Personal Injury Protection (PIP) coverage provides benefits for medical, hospital and disability up to $2,500 for all reasonable expenses arising out of an accident. Note: Full PIP provides benefits for you, any member of your family, and any non-family occupant of your vehicle. You may also choose limited PIP, which excludes benefits for you and members of your family age 16 and over. This alternative costs less and should be considered if you already have medical and hospitalization insurance.

You can apply for a Maryland title, and registration, in person at any of the MVA's full service branch offices. You also can mail the documents to the MVA’s Out-of-State Title Unit, 6601 Ritchie Highway, Glen Burnie, MD 21062, or go to an MVA licensed tag and title service where they will assist you in applying

Titling requirements in MD can vary greatly, depending upon the type of vehicle, how you obtained it and how you intend to use it. So you can look on the MD MVA site for information about the type of vehicle you have and would like to register and title in Maryland.

In all of their information the need for a license or other type of identification is not noted however you should check with the Maryland MVA to be certain a driver's license is not needed to register a car. Typically states will allow a person to register a car without a license since they may be handicapped or have other issues where they cannot obtain a license but do want to own a car in order for others to drive them around.

So even if you can register a car without a driver's license you will normally need a driver's license to get insurance on a vehicle. If there is some reason in which you cannot obtain a license, such as being disabled, than you may see if an insurer will allow a family member or the person who will primary drive you be listed as the primary driver on the policy so that they can rate using that person's driving record.
