North Carolina like most states has a graduated drivers licensing (GDL) system in place. According to the North Carolina DOT's Division of Motor Vehicles (DMV) one must hold the Level 1 learner's permit for at least 12 months. The Level 1 driver must be supervised by parent, guardian or other approved licensed driver who has been licensed at least five years during this time.
Before graduating to a Level Two, Limited Provisional License, in NC you must keep Level One for at least 12 months and have no convictions of motor vehicle moving violations or seat belt/mobile telephone infraction in the preceding 6 months. So this says that you cannot go for your Level 2 license on your birthday but have to wait until December since your birthday in November will not be a complete twelve months of carrying your limited learner permit.
Once you do move up to have the provisional license you must keep it for at least 6 months. Upon completion of six months of driving with no convictions of moving violations or seat belt/mobile telephone infractions, you are eligible to receive a Level Three License. A level 3 license is a Full Provisional License that rewards violation-free driving.
With a Level 3 license the restrictions on level one and level two concerning time of driving, supervision and passenger limitations do not apply to a full provisional license. You are not however still permitted from using a mobile telephone or other additional technology associated with a mobile telephone while operating a motor vehicle on a public street or highway or public vehicular area.
You will need to contact the NCDOT DMV to find out if when you do apply for your Level 2 provisional license if you will need to bring a Driving Eligibility Certificate with you or not. The North Carolina driver's handbook notes that if you are a driver under age 18 you must present a certificate showing you have passed an approved driver education course that meets North Carolina requirements before you can take the test for a Learner Permit or License.
It is also noted that driver license applicants less than 18 years old must have a "Driving Eligibility Certificate", high school diploma or its equivalent to be eligible for a North Carolina driving permit or license.
The Driving Eligibility Certificate must be signed by the applicant's school administrator who certifies that the applicant is currently enrolled in school and making progress toward a high school diploma; or that substantial hardship would be placed on the applicant or the applicant's family if he or she does not receive a driver license. The steps in graduated license must still be followed even if the "Driving Eligibility Certificate" is issued due to hardship conditions.
So it appears that most likely you will need to once again show proof, by means of the driving eligibility certificate, that you are attending school once again to the DMV when you apply for your provisional license. You should however contact a NC DMV representative can tell you for certain what documents need to shown in order to move up from your Level 1 learner permit and receive your Level 2 provisional license.
