You should try contacting the Ontario Ministry of Transportation (MTO) to find out if they can tell you what normally a person does when coming in for a G1 road test, so that they can obtain their G2 license, and does not have a car of their own or one they can borrow to take the exam.
From what we have read rental cars are not normally an option since if you do not have at least a G2 or full G license rental agencies typically will not rent to you. We have read in rental contacts that under the prohibited uses of the car it listed "use or permit the use of the car by anyone in a driver training activity." We believe a road test would fall under this prohibited act by the rental car company.
You may check with driving schools in Ottawa to see if you can rent a car from them for the test. We have read that some in Ontario have an exam package you can purchase that comes with a couple of hours of training/practice run so that you are prepared for the test.
