The New Jersey Motor Vehicle Commission stated to us that minors with a provisional license are allowed to drive out of state while those with only a permit cannot. So the NJ MVC says as long as you hold a valid New Jersey Provisional Driver License you can drive out of state.
The NJ MVC noted to us that all driving restrictions stay with you even out of state. So if you drive out of New Jersey with a provisional license you will need to abide by the conditions associated with this type of license.
According to the NJ MVC a person with a provisional license must observe the following requirements and restrictions:
- No driving between 12:01 a.m. and 5:00 a.m.
- Passengers must be from your household. Only one additional person from outside your household is allowed in the vehicle
- If you are at least 21 years old, there are no passenger or hour restrictions
- Seat belts must be worn at all times
- You can't use cell phones, hand held video games or any other hand held electronic device

You should check with any state(s) in which you plan on driving into to see if they will place any additional restrictions on you.
The Florida Department of Highway Safety and Motor Vehicles (HSMV) states that you can indeed drive in FL with an out of state learner's permit or junior license such as your NJ provisional license. You must have a fully licensed supervising adult over the age of 21 in the passenger seat though at all times if you have only a permit and follow the restrictions with your type of GDL license.
