Insurance follows a car first and driver second so while both the driver and car owner can be held liable in most states it is the car owner's insurance which you would place your claim for your damages.
The man appears to have had permission by the woman to drive his car and try to help her up the hill and thus it would be her Property Damage Liability in which you would place your claim. If the car owner's policy limits were exceeded than you could normally make a claim against the driver's and use their Liability as excess or secondary insurance in this situation if the driver's limits were higher than that of the car owner.
The man would be liable for the actions in the car.
If somehow the car owner was uninsured than likely you could both the driver and car owner personally responsible and go after them in court if necessary for the cost of your damages. State liability laws do differ though so if you are unable to make an insurance claim than you may want to check with a lawyer to see your rights or make a claim through your own Collision coverage and let your insurance company deal with subrogating against the at-fault parties.
