According to the Ontario Ministry of Transportation (MTO) site it does cost to obtain a M1 even if you already have a G1 or even G2 or full G license.
The total cost of receiving a M1 License is C$57.50.This amount includes the knowledge test, M1 road test and 90 day license. This breaks down to C$10 for the knowledge test, C$40 for the Class M1 Road Test and C$7.50 for the 90 day license. The MTO does note that if the applicant is completing a Ministry of Transportation approved motorcycle safety course, only the Knowledge Test (C$10.00) and 90 day License fee (C$7.50) is required, so you save yourself C$40 in fees that way.
For general knowledge on a M1, basically a permit to learn to drive a motorcycle, in Ontario Canada you should know that new motorcycle riders with a Class M1 license learn to ride under these four conditions:

Motorcycle riders who successfully complete an approved motorcycle safety course that includes a road test with an M1 license are exempt from taking the ministry's M1 road test and can move to an M2 license after 60 days. If you complete an approved safety course in either level, you can reduce the time that you must hold an M2 license from 22 to 18 months. While the motorcycle safety course certificate is valid for two years from its issue date, it may only be used for the M1 road test exemption within six months of its issue date.
