You will need to verify with the New Jersey Motor Vehicle Commission (MVC) if you need a valid driver's license or not to register and title (own) a car or not. We did try to contact them for information regarding if a license was needed but they only responded by saying that if you have a license in another state but keep a vehicle at a residence in NJ you can have that vehicle registered here, the MVC finds this acceptable.
The NJ MVC went on to say you would however need to obtain NJ insurance and would need to comply with the 6 point ID Verification Program to have a driver license number generated for registration purposes. So you will need to contact the New Jersey MVC directly to find out if they require a license of some type, even if it is from out of state, or if you can own a car there with a different type of identification such as a state ID.
As for car insurance, normally an insurance company will require you to have a valid driver's license in order to insure a vehicle for you. An insurer of course does not want the risk of an unlicensed driver operating a car on a roadway is one reason. If there is a reason that you unable to get a driver's license though, such as you are disabled, then insurance companies do try to work with you so that if the state allows you to own a car you can insure it as the owner.
What some insurers allow in this case is for you, the owner, to be excluded as a driver but you would have the person or people that would be driving you around in your vehicle listed on the policy as the drivers. This is done so that the insurance company can rate the policy based in part on the driving records of those that will actually be driving the car since they cannot base it on your since you are unlicensed.
