If you have a Maryland driver's license but no car, do you still need to have insurance?

If you do not have a car to place insurance on than no, typically you would not need an insurance policy just to obtain and keep your Maryland driver's license. There are situations where you don't have a car and you need to maintain insurance. This is typical under an SR-22 scenario.

The Maryland Motor Vehicle Administration (MVA) notes that for a MD driver's license you must pass a vision test or submit a Vision Screening form and will be required to disclose your social security number. Applicants not eligible for a social security number will be required to provide a self-certification. Showing proof of insurance is not needed to get your license.

However when you register or renew a vehicle registration, you must sign an insurance certification. Your signature acknowledges that the minimum vehicle liability insurance will be maintained throughout the registration periods and the vehicle will not be driven without insurance. So auto insurance is needed when you a register a car in Maryland.

Now if you do not have a car nor have a car that you could be placed on as a driver put wanted car insurance to cover you when you borrowed friend's car, etc than you could obtain a non-owner's policy.

Non-owners insurance is meant to give coverage to a motorist liability protection for when they are at fault in an accident but do not own a vehicle. Non-owners policies can typically include Liability, Medical Payments, and Uninsured/Underinsured Motorist coverages.

Non owner policies generally do not include Comprehensive, Collision, Towing Reimbursement, or Rental Reimbursement coverage. A non-owner's policy of a driver would normally be secondary to the insurance put on the vehicle by the owner. This means the car owner of the vehicle you are borrowing would be primary and your non owner’s policy would only be used if their limits were exceeded and your insurance was needed as secondary or excess insurance.

If however you live in a household where you have access to and drive vehicles though they are not owned by you, the insurance company of the car owners will normally require you to be listed on the policy so that you are properly covered to operate these household vehicle.

Even if MD does not require proof of insurance just to carry a drivers license when driving a car you will want to make sure that it is properly insured and that the car insurance coverages will extend to you as a driver or else you could face penalties for driving without insurance. In Maryland these penalties could include a fine and uninsured motorist fee.
