Since your neighbor's family member is the one that hit your vehicle it would appear that you made a third party claim through the Property Damage Liability portion the at-fault party's insurance policy. This insurance carrier's claims department should be investigating the claim by getting driver statements, etc and then letting you know if they are accepting the claim and paying for your car's damages.
Some states have set time limits for an insurance company to respond and settle or pay out a claim while other states just say within a reasonable amount of time. PA does set time limits for claims per the state's insurance regulator.
Pennsylvania Insurance Department's Bureau of Consumer Services told us that for third party claims, the company has thirty (30) days to complete their investigation and pay the claim.
If investigation and settlement cannot be accomplished in thirty (30) days, the insurance company must send a status letter at that point and then every forty five (45) days thereafter to let you know what is going on with the claim. If the claim is denied, it must be done in writing so you know why the other party's insurance carrier is not accepting liability for the claim.
If you have any questions PA insurance regulator said you should contact them directly and make a complaint if necessary for them to investigate the situation. In the mean time you can keep in contact with the claims adjuster working your claim to find out why they are taking so long to settle your property damage claim.
As a side note the PA Insurance Department also said that the statute of limitations for filing a property damage type insurance claim is two years, just in case you need this information for any future auto insurance claims.
