If you do not want to take your name off of the title you could add your friend's name to the title as a co-owner so they could register and insure the car which would likely be easiest. However if you do not want their name on the title at all than you should still be able to register your car in Florida, without a valid driver's license. Typically to insure a vehicle one will need to show insurable interest in it, thus being an owner of the vehicle, co-signer or lien holder. There may be other insurance companies as well that would allow you (the car owner) to be excluded from the insurance policy, since you do not have a valid license, and instead place on the policy the person that will be driving the car. The insurance company can then rate on the driving record of the person that will be using your vehicle.
Keep in mind while it should be possible to get this type of insurance, getting insurance for a car without a valid driver's license can be difficult because most insurance companies will require a license since that is one major basis upon which they rate the policy. Most insurance companies want the car owner to indeed be licensed.
Some companies are able to exclude the non-licensed drivers and list them on the policy as excluded as long as there is one licensed and insured driver on the policy, other insurers do not allow this so that why you will need to shop around to find the insurance that will fulfill the friend's needs and state requirements.
