You can verify with the KY Division of Driver Licensing but it is our understanding that Kentucky allows holders of a valid KY instruction permit to drive out of state just as it allows those with learner permits issued by out of state jurisdictions to operate a motor vehicle in Kentucky as long as the permit holder is 16 years of age. They also must by the following restrictions: a licensed operator over the age of 21 must be in the front seat beside the driver and they cannot operate a vehicle between the hours of 12 Midnight and 6:00 AM.
The Arizona Motor Vehicles Division told us that a minor driving can drive in AZ with his learner's permit with someone who has a class D driver license. This is a full driver's license so you should do as her supervising passenger if you are fully licensed in your own state (KY). It is then your son's responsibility to follow AZ state laws once operating on the roadway.
You can contact the AZ DOT's Motor Vehicle Division directly to find out more about AZ state traffic laws and if there are other restrictions beyond having a supervising passenger with a full license sitting next to him while your son drives in Arizona with you.
The Utah Driver License Division of the UT Department of Public Safety stated that your son can drive in their state with an out of state learner permit just as long as he has a parent supervising.
In Utah permit holders must have a parent or legal guardian, who is fully licensed driver, occupying a seat beside the minor. You can contact the UT Driver License Division directly to find out if there are any other restrictions that the representative we spoke to did not mention that your son will have to follow while driving in UT.
Also make sure to contact your car insurance provider to verify that your insurance policy will cover your teenage son driving out of state with his permit. Likely they will cover him like they would when he drives in state in Kentucky but it is better to check with your agent then to assume and find out there was an exclusion.
