Ontario law requires that all motorists have automobile insurance so yes; most insurance companies will require that G1 drivers are placed on an insurance policy once they have received their G1. For instance if you are a G1 driver and live in your parent's house they should contact their insurance provider to inform them of your licensing status so that you can be added to their policy and covered for driving their cars.
Typically there is no charge for adding a driver to an Ontario car insurance policy when they have just their G1 license (permit). Some companies even give a credit discount when you get a G2 license as long as no accidents or convictions occurred and you have been on the insurance policy with a G1 license for 1 year.
Upon completion of G2, a premium is rated and charged. Upon successfully obtaining the final level (G) of the graduated licensing system often times a reduced premium or discount may be applied. Many insurance companies offer different ratings and discounts for children being away at university, good grade discounts and driver training discounts.
The Insurance Bureau of Canada (IBC) actually specifically notes that for a G1 driver there is no premium charged but the insurance company should be advised that there is a level 1 driver in the household. When the driver obtains the G2, the insurance company again should be notified.
You would need to speak to the insurance agent to see if the G1 drivers in your household could be excluded from any vehicles that you will be restricting them from operating or if they must be listed on all the household vehicles.
