A person whose car registration (and plates then too) are suspended should not be able to drive to work and back in the vehicle with the registration suspension. The suspension means that they should not be operating the vehicle until the registration is reinstated.
Most states that place a person under registration suspension or revocation require the car owner to turn in the license plates and registration card for the vehicle during their suspension period and for the suspension period to start. If the plates are not turned in that the Department of Motor Vehicles cannot be sure that the person would not just continue to drive the car even with the registration not being valid.
Now, if only the person's registration is suspended and not their driver's license than they should be able to drive other vehicles whose registration is not under suspension. So if the state only suspended the registration on one vehicle but the person owns another car with valid registration or borrows a car with valid registration they should be able to drive back and forth to work and other places in those vehicles.
In some states for various violations not only your registration is suspended but also your license. If the person's registration and license are both suspended than they should not be driving either their cars or other people's vehicles. When your license is suspended some states will grant you a hardship or occupational license which allows you to drive to work and other necessary places. We have not however heard of a state granting a hardship registration to use if your car is under a registration suspension.
Driving a car with suspended registration, even if just to and from work, can cause you to receive harsh penalties such as an additional suspension period, license suspension, high fines and other fees.
