The Florida driver's manual gives information on what your situation appears to be and why you must wait to move up from your FL learner's permit and obtain your Class E driver's license.
The Florida driver's manual states specifically that the following requirements must be met in order to obtain a regular Class E license:
- Must hold the learner’s license for 12 months or until the 18th birthday.
- Must have NO moving traffic violation convictions 12 months from the issue date of the Learner's license.
- May have one moving traffic violation conviction within 12 months from the issue date of the learner’s license, if adjudication is withheld.
Since you were ticketed and convicted of several moving violations (speeding, driving against restrictions of permit and without registration) you are required to wait 12 months before applying and obtaining your driver's license. If the FL Department of Highway Safety and Motor Vehicles (HSMV) says you only have to wait another 6 months than it would appear that it has only been 6 months from the conviction of these various violations.
You can read about these state licensing laws under Florida Statute 322.05. If you have already waited 12 months and now they are saying that you must wait 6 more than you will need to clarify this with the FL HSMV to determine what law they are speaking of that is causing you another delay in your licensing process.
Keep in mind that even if you were already licensed at the time you received your multiple tickets that pushed your accumulated points total to 6 you would have had your license restricted. Under FL Statute 322.161 any driver under the age of 18 who accumulates six or more points within a 12 month period is automatically restricted for one year to driving for "Business Purposes ONLY". If additional points are accumulated the restriction is extended for 90 days for every additional point received.
If your situation does not fall under either of these issues than read through Chapter 322 (the portion of the FL Statutes that deals with Driver's Licenses) to see if you can find the law that pertains to your current circumstances. You also can contact the Florida HSMV to ask under that portion of FL law your additional 6 month waiting period falls under.
