According to the Ohio Bureau of Motor Vehicles (BMV) you can drive out of state with your learner's permit, abiding by your restrictions, particularly that you have a valid licensed driver, the age of 21 or over, in the front passenger seat with you.
The Arizona Motor Vehicles Division told us that a teen can drive in AZ with his learner's permit with someone who has a class D driver license. This is a full driver's license so a parent you should do as your son's supervising passenger if you are fully licensed in your own state (OH). Also you or anyone else that lets your son driver their car should check to make sure their insurance policy will cover him as a teen driver with an Ohio learner's permit driving in Arizona.
