Am I allowed to drive in the following states with a New York State Learners Permit: Michigan and Pennsylvania. I am over 18 and my parent will be in the car with me?

From the information we have gathered you can drive in Michigan but not in Pennsylvania with your New York State learner's permit. State laws do change though and many states are adding new restrictions to teen or permit drivers so you should check with the Department of Motor Vehicles of MI and PA to verify this information.

According to the New York new driver's brochure, a motorist with a learner's permit, junior permit or junior license may drive outside of New York State if it is allowable by the laws of the other state(s).

If you drive out of New York, you must obey that state's learner or junior permit and license restrictions that may apply. The NYS DMV suggests that you check with the police or motor vehicle authorities of the states which you plan on visiting in your automobile.

A representative for the Pennsylvania Department of Transportation (PennDOT) told us that an out-of-state driver may only operate a motor vehicle in Pennsylvania (PA) if he or she has a full valid driver's license from another state, Canadian province, U.S. Possession, or U.S. Territory. An out-of-state learner's permit or the like is not considered valid in PA. So with your New York learner's permit you cannot drive in Pennsylvania.

Michigan's Secretary of State (SOS) however told us that a person who has a Michigan Graduated Driver License (GDL) Level 1 Learner's License may drive in any state as long as all rules and restrictions of the Level 1 license are followed. And that a person 16 years of age or older holding a valid out of state learner's permit may drive in Michigan as long as they follow restrictions mandated by their State. The person also follow Michigan permit laws meaning you must be accompanied by another licensed driver who is at least 21 years of age and is seated in the front seat with you and act as a supervising driver.

Before driving out of NYS with your permit also make sure that your insurance would cover you driving in Michigan or any other state that allows you to operate a vehicle with an out of state learner's permit.
