You can only get insurance in Idaho as a college student in ID with a Washington State registered car if the Idaho auto insurance provider is also authorized as an insurer in Washington State as well.

You can make a deposit of collateral with the State Treasurer’s office or in a bank account set up for the state of Washington. 4. A liability bond for at least $60,000.
