The Colorado Division of Motor Vehicles (DMV) has a points list brochure that you and anyone telling you that an unsafe vehicle violation should look at for clarification. Here it lists your original speeding ticket, for speeding 11 mph over the limit as 4 points on your CO driving record and the charge of operating an unsafe vehicle as 2 points. So due to your good motor vehicle record (MVR) it appears the court is reducing the violation to one with half the points total.
The amount of DMV points associated with a traffic violation is not as important to an insurance company as the actual violation that you are convicted of. The amount of points though is usually tied to how serious the offense is and thus one with fewer points typically is considered less serious to an insurance company.
Since there is an offense and points going onto your Colorado driving record, this violation could affect your insurance rates. The state of CO allows insurance companies to use your driving record as one of the factors they can determine rates on. Check with your insurance company to find out if this reduced offense will affect your rates.
Another way to find out about your insurance company's rating system is to contact the Colorado Division of Insurance and request information on it since insurance carriers must file their rates with this insurance regulator.
