Yes, it is our understanding that your son could have his car registered, title and inspected in Pennsylvania but carry Connecticut auto insurance on it while he is attending graduate school there.
The Driver and Vehicle Services division of the Pennsylvania Department of Transportation (PennDOT) told us that if an insurance company is not licensed to write in Pennsylvania (PA), a copy of the declaration page of the policy has to be submitted with the following limits to them:
- $15,000 for injury or death of one person in an accident
- $30,000 for injury or death of more than one person in an accident
- $5,000 for damages to property of another person
So if the CT insurance company your son obtains his auto insurance from meets these limits, PennDOT will accept it. He can contact PennDOT directly for more information on his specific situation and how to submit this proof of insurance.
Your son of course would need to check with the Connecticut Department of Motor Vehicles to make sure that as just a grad student he is considered a non-resident and can keep his vehicle registered, titled and inspected in PA instead of CT. The CT DMV should be able to tell him if he needs to get his car inspected or even registered there while attending school or if he is okay with keeping it all in Pennsylvania.
