It depends upon your state's inspection laws whether a re-inspection of a vehicle that failed inspection (either safety or emissions inspections) will have to pay when you bring it back in for a re-inspection. In many states you do have to pay some sort of re-inspection fee, it might be a lesser fee or the full inspection fee once again.
The New York Department of Motor Vehicles notice states that an inspection sticker is not issued until both the safety and emissions inspections are passed. If you return the vehicle to the same inspection station within 30 days it requires a re-inspection of the inspection only. You are required to pay for the re-inspection fee only.
However in NYS if you take the vehicle to another inspection station or wait 30 days after the failed inspection the vehicle must get both inspections done and thus you must pay for both inspections again.
In the District of Columbia you do not have to pay any inspection fees at the station; the cost of inspection, including any late and re-inspection fees, are included in registration and tag fees and must be paid at the time of registration.

You are eligible for two free re-inspections during the 20 day period after failing an inspection. The orange temporary sticker is valid for thirty (30) days, during which time you are entitled to one (1) free retest at the original MVI station. After your vehicle is repaired or the problem has been resolved, you may return to the original inspection station within the thirty-day period and receive the free retest.
