The North Carolina Department of Transportation (NCDOT) has stated to us in the past that you can drive out of state with a NC permit or provisional license but you would need to contact the other states in which you plan to drive to make sure that they will accept your graduated license status and find out what restrictions you would need to follow.
The New York State Department of Motor Vehicle notes that the state restricts driving privileges if you are under the age of 18 and have an out of state driver’s license or if you are any age and you have an out of state learner permit.
The NYS DMV states that you must obey the restrictions of both your home state and the NYS restrictions for permits or junior licenses in NYS. You cannot drive in the NYS if you are under the age of 16. If you have a permit or license from another state you are not exempt from this New York rule.
So if you are 16 or older and hold a learner permit, junior permit, or junior driver license from outside New York State, you must obey the restrictions described in their New Driver publication, in addition to those from your home state (NC).
