Normally it is not possible to add a family member that is only in visiting from outside of the United States as a driver on your car insurance policy. This is due to the fact that the driver is only in for a visit and they do not have a US driver's license for an insurance company to be able to rate them as a driver.
If you have a family member that has a foreign driver's license and they are coming to visit you on their vacation to the US and want to drive your car than you should check with your insurance company to see if the they would be covered by your current policy, just as if say a friend from in town was borrowing your car.
Since in the US typically a foreign driver can operate a vehicle here with a valid driver's license from their home country your insurance provider may allow your family member from outside the United States to be covered under your current policy - without needing to add them to the policy as an additional driver. If they will not cover your non-resident relative to drive your car than your agent may be able to tell you what other options you and your family member have.
