Yes, in Florida it is possible for one person to be the car's owner and have the car registered in their name while someone else insures the vehicle. The Florida Department of Highway Safety and Motor Vehicles (HSMV) stated to us that the insurance coverage of a vehicle may be in the name of someone other than the registered owner.
While this may be acceptable to the Florida HSMV you would also have to make sure the vehicle was really covered by auto insurance. Most insurance providers require a person to have insurable interest (usually by owning the car) to place insurance on it. If someone else is insuring it, and thus we would assume is driving it, the insurance company would need to know that this is not their vehicle and be okay with that fact. There are some insurers such as Esurance that do allow a person without insurable interest to insure a vehicle, but all the drivers must be acceptable and listed on the policy.
If the insurance company is not informed that the person insuring it is not the owner than this could come up as an issue later especially for claims if the car was to be a total loss.
If someone else is insuring your vehicle but you are driving it and have it located some place other than the address of the policyholder than the insurance company would also have to be notified. It is misrepresentation to not tell the insurer these types of things.
It can even be considered insurance fraud if the misrepresentation is due to certain reasons such as trying to save money and thus fudging the facts. For instance if you have someone with a better driving record put insurance for your car under their name to save money because factors such as your driving record or your home address would raise the rates and you still drive the car and garage it at your location than this would typically be considered insurance fraud.
Also keep in mind the car owner can be held personally responsible for the actions of others so if the person insuring the vehicle is going to be the one driving it than the owner will want to make sure that the driver has adequate coverage so that hopefully their limits will not be exceeded leaving the owner and the driver personally liable. This is another reason that you would want to make sure the person carrying the insurance on the vehicle does not drive without insurance since you could be held personally responsible along with the driver for damages if they were in an accident without any coverage. Also if insurance lapses on a car you have registration on than you could be penalized by the state.
