The Pennsylvania Driver's Manual states that if you plan on using your learner’s permit for driving outside the Commonwealth of Pennsylvania to check with your insurance company and the other states’ Department of Transportation (or Department of Motor Vehicles) to make sure your learner’s permit is valid.
According to the Maryland Motor Vehicle Administration (MVA) you can drive in MD with an out of state learner's permit if you abide by certain conditions.
Maryland allows an individual to use a learner’s instructional permit from out of state provided that the permit holder is at least the same age as that required of a resident for the vehicle being driven in MD, which is 15 years, 9 months, and that the individual is accompanied by and under the immediate supervision of an individual who is a least 21 years of age, has been licensed for at least three years to drive vehicles of the class being driven and is seated beside the holder of the learner’s instructional permit.
So if you are above the minimum age of 15 years, 9 months that MD requires than it would appear that you can drive in Maryland however you may want to check with the Maryland Motor Vehicle Administration to find out if there are any other restrictions you must follow besides having the supervising driver with you in the front seat as mentioned above.
