By my understanding all insurance policies in Florida covers windshield replacement, is this correct?

No, it is not correct that all auto insurance policies cover windshield replacements. If you only have the state minimum required insurance for Florida, which is Personal Injury Protection and Property Damage Liability then your windshield would not be covered by these insurance coverages.

You would need to have physical damage coverages, Comprehensive specifically, on your vehicle to have your windshield covered in Florida and if you do have this coverage than the deductible is waived for windshield repairs or replacement. Florida state minimum coverages of Personal Injury Protection (PIP) and Property Damage Liability (PDL) do not protect your car in any way for you to make claims for damages to your own vehicle - you need to have physical damage coverages of Collision and Comprehensive to make these types of claims.

So what is true in FL, if you have Comprehensive coverage on your vehicle, is that the state requires your insurance provider to waive your deductible if your windshield needs repair or replacement. Florida is considered a zero deductible state in regards to windshield claims however to make the claim you must have the right coverages, not just the state bare minimum coverages.

Florida law requires this waiver in order to encourage drivers to replace cracked or broken windshields immediately to avoid a major driving hazard. The front view of a driver being obstructed by cracks or breakage is viewed as more dangerous for a driver to have then damage to a rear window.

The basics of Florida Statute, 627.7288 states that the deductible provisions of any Florida motor vehicle insurance policy, providing Comprehensive or combined additional coverage, shall not be applicable to damage to the windshield of any motor vehicle covered under such policy.
