Insurance companies' guidelines vary so you will need to check with your auto insurance company to see if they will cover your foreign licensed relative to drive your vehicle under the current coverages you have on it.
Normally it is not possible to add a family member that is in visiting from outside of the United States as a driver on your car insurance policy or get additional car insurance just for them. This is due to the fact that they do not have a US driver's license which is needed for an insurance company to be able to rate them as a driver.
If you have a family member that has a foreign driver's license and they are coming to visit you in the US and want to drive your car than you should check with your insurance company to see if the they would be covered by your current policy, just as if say a friend from in town was borrowing your car.
Since in the US typically a foreign driver can operate a vehicle here with a valid driver's license from their home country your insurance provider may allow your family member from outside the United States to be covered under your current policy - without needing to add them to the policy as an additional driver. If they will not cover your non-resident relative to drive your car than your agent may be able to tell you what other options you and your foreign licensed relatives have.
