According to the Washington State Office of the Insurance Commissioner, the insurance regulator for your state, there is no maximum Liability limit in WA. They said there is no Washington State law that sets maximum limits for Property Damage Liability or Bodily Injury Liability.
It seems that your husband’s automobile insurance company does not provide that high of limit in Washington State. It is not a state law though but would be a company specific underwriting issue.
So while your car insurance company does allow Property Damage Liability (PDL) limits of up to $250,000 it appears that your husband's insurance carrier only offers limits up to $100,000 for its policyholders. Thus if you want the higher 250K limits for PDL than you would need to go with your insurer or shop around to find an auto insurance company that both you and your husband will be happy with that offers such high Liability limits. By combining your policies into one you likely will receive lower rates in part by receiving a multi-car discount.
