State laws differ but in general if you have are a teenager with a learner's permit, thus are required to have a supervising driver beside of you in the front seat, and are stopped for a traffic violation it is the driver that would receive the ticket.
Though as a permit holder you are required to have a supervising driver with you in the vehicle you are still the driver and so the one held responsible for running the stop sign, speeding, etc. In some states there may be laws that also allow law enforcement officers to cite the supervising driver if they feel they were not acting properly however typically only the driver would be cited by police.
To find out about your state's laws regarding graduated driver's license and if there are any state statutes that would allow police to ticket the supervising driver along with a permit holder that was pulled over for a traffic violation contact your state's Department of Motor Vehicles.
