Yes, it is our understanding you can drive your aunt's car in North Carolina with your West Virginia learner's permit as long as you follow your permit's restrictions. Your aunt of course should check with her insurance company to make sure you would be covered to drive her car when visiting her from out of state.
The West Virginia Division of Motor Vehicles stated to us that if you want to drive out of state on a learner's permit that this is allowable as long as they abide by all of the rules and regulations of the WV permit, such as having a licensed driver, 21 years of age or older, with you at all times.
The Level 1 License (Instruction Permit) in WV allows you to learn how to operate a motor vehicle with a licensed adult driver 21 or over in the front seat. Other restrictions include:
- You may only drive between the hours of 5:00 am and 11:00 pm
- You may only have two (2) additional passengers in addition to the supervising, licensed adult driver
- Zero alcohol tolerance. You may not have any measurable amount of alcohol in your system while operating a motor vehicle
- All occupants must use safety belts in accordance with state law
We also contacted the North Carolina Department of Transportation (DOT) to see if you could drive there according to their laws and the representative said yes, you can operate a vehicle in NC with your West Virginia learner's permit however you will be required to obey all restrictions on your permit.
