In most states non-moving tickets such as parking tickets that are paid are not placed on anyone's driving record. In states where parking tickets are recorded on a motor vehicle record, it would be that of the car owner's since the citation is written out to the car.
Parking tickets are written out to the car since that is what the meter maid or parking enforcement officer sees and writes the citation using (the license plate number usually) so if any notation of the parking offense is made on a driving record it would be that of the car owner, not the driver.
The California courts note that parking tickets are not filed with the court. A parking ticket shows the amount you must pay to the parking agency where the violation occurred. You can pay the amount on the ticket or if you think you shouldn't have gotten the ticket, contact the parking agency listed on the ticket and ask them what to do. The longer you wait to pay your ticket, the more you may have to pay. If you don't pay your parking ticket at all, you won't be able to renew your car's registration.
While most states do not place parking tickets on a person's driving record they will note if the car owner's license or registration is suspended due to not complying (paying) the ticket. So if you are driving someone else's car and get a parking ticket make sure you pay for the ticket before the due date so that the car owner is not penalized on their driving record or hounded by collections for a citation you are responsible for.
